Note in particular the set up of the outer page where the address occurs, the way the quote is positioned to look like it is coming out of Obama. Paid for by the Republican Party of Wisconsin it says.

How is this making anyone mad? I thought the United States were an OECD country with a relatively high level of education. If you think that this mailer is ridiculous beyond saving grace, there is a fair chance that the people who do not share your view represent an infinitesimal fraction of the selectorate. I think this mailer makes an objective statement about the state of affairs within the Republican party — how can unfiltered information on political parties make anyone angry? The mailer is actually very informative from this perspective.
Unless the US happen to be populated by a vast majority of uneducated morons who feel ready to elect any nutter with a military agenda and a tendency to frame his opponents as gay-loving elistist Muslims, the mailer is good news. I think it is.
